The Minnesota State Building Code has applied to all of Goodhue County since 1979. The Goodhue County Building Official and staff administer the building code in all 21 unincorporated townships and by joint-powers agreements in some of the municipalities.
Building Permits

Code Application
The building code applies to the construction, alteration, moving, demolition, repair, and use of any building, structure, or building service equipment. The purpose of the building code is to provide minimum standards to safeguard life and limb, health, property, and public welfare. The minimum code standards are achieved by regulating and controlling the following:
- Construction
- Design
- Location
- Maintenance of structures and equipment
- Quality of materials
- Use and occupancy
Building Official's Duties
The building official must maintain certification through the state and has duties, powers, and responsibilities established by state statute. The building official is tasked with the following jobs:
- Authorizes use and occupancy of structures
- Conducts project inspections
- Issues building permits
- Receives permit applications
- Reviews construction documents
